The problem of corruption, here defined as the misuse of public or private office for personal gain, has been one of the most enduring dilemmas confronting governments throughout history. In this publication, the Asian Development Bank (ADB) focuses on this problem. The authors look at the response of ADB to the problem, they define corruption and take a look at the costs of corruption. Before concluding and making recommendations, attention shifts to ADB’s position on anticorruption issues.
