Roundtable to examine the challenges and best practices in regularity and performance audits targeting the sectors of Extractive Industries & Major Public Works in synergy with the ex-ante verification of complex contracts

About 28 representatives of Supreme Audit Institutions (SAIs) of the PALOP and Timor-Leste will take part in a "Roundtable to examine the challenges and best practices in regularity and performance audits targeting the sectors of Extractive Industries & Major Public Works in synergy with the ex-ante verification of complex contracts". The Round Table’s venue will be at the Hotel Avenida, in Maputo, from 29 September to 02 October 2015.

This Round Table is organized under the auspices of the Administrative Court of Mozambique and takes place in a peer learning context promoting exchanges of experiences and synergies between SAIs of different PALOP and Timor-Leste. This important forum will also count with the participation of SAI Brazil and SAI Portugal. The Roundtable is being organized by the Project for the Strengthening of Technical and Functional Skills of Supreme Audit Institutions (SAIs), National Parliaments and Civil Society for the control of public finances in the PALOP and Timor-Leste (Pro PALOP- TL SAI), fully funded by the EU and directly managed by UNDP, in partnership with the German Development Cooperation Programme in Mozambique for Good Financial Governance – GIZ.

Once again, by promoting this cross-cutting initiative Pro PALOP-TL SAI intends to promote peer exchanges and synergies between Supreme Audit Institutions (SAI) in the PALOP and Timor-Leste, exploring familiarity in their respective legal frameworks, best practices and similar institutional cultures as the main vehicle for capacity development of its beneficiaries and participants of the Roundtable, among them judges, auditors and advisers from SAI in these countries. The aim is to enhance skills and strengthen the role and powers of judicial oversight bodies and external control of public finances in the field of ex-ante verification of complex contracts and audits (regularity and performance) of large public works and extractive industries.

Thus, this important forum will ensure the strengthening of applied know-how, techniques, methodologies, tools and mastering of international standard best practices in terms of oversight and control of extractive industries in synergy with the ex-ante verification of complex contracts resulting from huge public works. This will be achieve through effective capacity development, peer learning, and exchange of experiences.

This action will also contribute to the establishment of a poster of competencies and skilled professionals in the PALOP and Timor-Leste, capable of training others and carrying out these complex tasks within the SAI in a sustainable and autonomous manner impacting positively economic governance in their respective countries.
