Anhela Bochi

Economist and Open Data Specialist, Pro PALOP-TL SAI Programme

Anhela Bochi is an economist and governance specialist with over 15 years of international experience in public financial management and evidence-based policymaking. Her career spans senior roles in international organizations, donor-funded programmes, and government advisory positions, combining analytical expertise, policy leadership, and programme management.

At the UNDP Joint Office in Cabo Verde, Anhela serves as Economist and Open Data Specialist under the Pro PALOP-TL SAI Programme, supporting the design of regional initiatives that promote fiscal transparency, data accessibility, and citizen engagement across Portuguese-speaking African countries and Timor-Leste. Her work focuses on strengthening the use of budget data for accountability and advocacy and building capacities of public institutions and civil-society actors to advance inclusive, transparent governance systems.

Anhela’s expertise extends to public investment management, fiscal decentralization, social protection financing, and citizen participation in budget processes. She has worked closely with ministries of finance, parliaments, supreme audit institutions, and CSOs to strengthen transparency and policy impact. Her technical and leadership roles in programmes funded by USAID, UKaid, the EU, and the U.S. Department of State reflect her ability to translate complex governance challenges into data-driven, actionable solutions.

Before joining UNDP, Anhela worked with the World Bank’s Governance Global Practice, where she supported analytical and advisory activities on public financial management, decentralization reform, and public investment management. Prior to that, she served as Deputy Director for the USAID-funded State-Owned Enterprises Reform Activity implemented by Deloitte TTL, a USD 100 million project aimed at improving state asset privatization, accountable PFM, and economic recovery in Ukraine. 

She has extensive experience working with UN agencies, including UNDP and UNICEF, supporting governments and institutions across multiple regions to strengthen public financial management, budget transparency, and evidence-based policymaking, with a focus on advancing open data, improving fiscal governance frameworks, and promoting inclusive and accountable public-sector reforms.

Anhela holds a Ph.D. in Economics.
