Combatting Corruption Capably in Parliamentary Democracies

This session is being delivered as part of the OECD Global Anti-Corruption & Integrity Forum 2021.

The triangle interaction between parliamentary Public Accounts Committees, Supreme Audit Institutions and Anti-Corruption Agencies will be debated in this panel discussion, based on a review of the specific roles of these institutions in a parliamentary democracy in the context of the COVID-19 crisis.

The debate will ask: to what extent are Supreme Audit Institutions (SAIs) are still fit for purpose in the age of COVID-19 and beyond?

The event will also  examine the recent inquiries of the UK House of Commons Public Accounts Committee (PAC) during COVID-19. We will discuss the way the PAC has gathered data, reviewed the analysis rigorously, documented its findings and built political consensus around its recommendations.

Lastly, the event will examine the interaction between parliaments and anti-corruption agencies (ACAs).

The three panel contributions will offer a comprehensive picture, based upon the most recent research, how the institutional architecture of parliamentary democracies has faced the challenges of protecting integrity and combatting corruption in times of COVID-19 and beyond.

  •     Geoff Dubrow, Expert on Parliamentary Oversight and Public Financial Management;
  •     Luka Glušac, Research Fellow at the University of Belgrade and Ombuds Project Coordinator at DCAF, the Geneva Centre for Security Sector Governance; and
  •     Franklin De Vrieze, Senior Governance Adviser at Westminster Foundation for Democracy.
