This report establishes guidelines on the way to construct an electoral system which promotes cooperation between groups. It defends the thesis according to which understanding minorities’ situation is essential to elaborate electoral systems; electoral systems must be representative of the entire society, including its minorities; special measures must be taken to ensure women’s representation.
