Statements of government policy, annual reports and statistics, reports of Royal Commissions, House of Commons Select Committees and Tribunals of Enquiry all constitute official publications. All of these are published as Parliamentary Papers; to these can be added the publications of government departments and other official bodies which do not come before Parliament as Parliamentary Papers.
