Although produced by the Canadian Parliamentary Centre, this paper focuses on parliamentary governments globally, and highlights the links between the Centre’s work in Canada and elsewhere around the world. The paper contains four separate articles:

  • the first discusses recent African experience as it relates to proportional representation (PR). The authors argue that African experience shows that PR need not lead to unstable and unaccountable government
  • the second highlights the September 2003 Africa-Canada Parliamentary Dialogue that focused in part on the connection between poverty and armed conflict
  • the third reports on the work of the Russian Program in strengthening the Accounting Chamber through a close working relationship with the Auditor General’s Office and the Parliamentary Centre
  • the fourth focuses on the Centre’s efforts in strengthening the administrative capacity of the Senate and National Assembly of the Parliament of Cambodia
