This text reafirms the importance of implementing the Plan of Action for Africa adopted at Nairobi in 2005, not only for Africa but for the wider commonwealth.  It recognize the special circumstances of smaller and under-resourced jurisdictions.  It stresses the need to make better provisions for the continuing implementation and assessment of these principles across the commonwealth.
