This paper gives considerable attention to the factors that impact on the effectiveness of African Parliaments in economic policymaking in general and budget formulation in particular. It counsels caution in that constant changes may not always favour parliamentary effectiveness. This paper opens up key issues for discussion but is not attempting to provide a blueprint for a strong parliament; it merely seeks to flag some pertinent issues and facilitates deliberations on the appropriate policies and practices for enhancing the role of African Parliaments in budgetary processes.
