Its purpose is to discuss the theory and methodology for the improvement of the law, through the ex-ante evaluation and ex-post monitoring of its effectiveness. The Congress seeks to promote the exchange of ideas between scholars, practitioners, MPs, public servants, international organizations, and civil society representatives. There will be keynote speeches and international round tables with foreign and domestic experts from countries with experience in the field of legislative impact evaluation, as well from international organizations that have promoted guidelines and methodologies for the legislative scrutiny.

  • Encourage the effective exchange of experiences and feedback between scholars and practitioners on legislative scrutiny.
  • Promote and strengthen the link between research and legislative work.
  • Promote the establishment of legislative evaluation models in the federal Congress and in the 32 state congresses of Mexico.
