This report proposes an innovative, “whole-of-society” approach to bridging the security/development divide that would leverage donor investments in both security assistance and development assistance, so as to ensure recipient state buy-in and an enduring return on investment. The goal of this strategy should be threefold: (1) to identify new sources of assistance to address endemic threats in the developing world, such as poverty, corruption, infectious diseases, and economic underdevelopment; (2) to expand a successful new engagement model that treats the root causes of proliferation, rather than its symptoms; and (3) to reinforce the legitimacy of the United Nations as an effective mechanism to address transnational issues.
