This paper has been prepared for the 2004 UNDP-CMI Bergen Seminar on governance in post-conflict situations. The seven chapters serve as background papers for the working group discussions to be held at the Seminar. This paper analyses post-conflict governance issues and programming entry points in seven major thematic areas: (1) access to information, (2) democratic dialogue, (3) electoral systems and processes, (4) parliamentary development, (5) decentralized government, (6) public administration reform (7) justice, security and human rights.
