This study describes, less than three years after his independence, Montenegro’s progress in achieving the political dimension of the Copenhagen Criteria’s (that will enable Montenegro to assume the responsibility of European Union membership). After having evaluated how transparency and accountability principles are respected in the actual Montenegrin governance system, it focuses on the extent to which the governance system in Montenegro is transparent and accountable. It also enumerates the main challenges to transparency and accountability.
