This study focuses on the roles (rights and responsibilities) of citizens and civil society organizations in ensuring effective demand for good governance. Next to government commitment is this active demand crucial for good governance. This paper analyses the case of Cambodia. Firstly the authors ask what the contributions of civil society to good governance are. Secondly, they provide an analysis of conditions and capacities for social accountability in Cambodia. They conclude with a chapter about the strengthening of social accountability.
