This paper recommends a number of concrete measures for establishing Asian Development Bank (ADB)’s anticorruption policy. These measures can be broken down along three lines: revisions of ADB policy and staff guidelines, new programming and project management initiatives, and internal administrative changes. These principles and guidelines are intended to be used as guidance in the conduct of investigations in conjunction with the policies, rules and regulations, and privileges and immunities applicable in the Organisation
