USAID’s strategic approach document identifies institutional strengthening as the last stage in the justice reform sequence. The present paper recommends that institutional questions be addressed throughout the reform process. They are essential in mobilizing and orienting the other inputs -- political will, law revision, and access - and will determine their ultimate success.
