This paper was prepared for the Conflict Prevention and Peace Forum, organized by the Social Science Research Counsil in January 2010. Given the questionable level of political inclusiveness, the level of corruption, authoritarian governance, lack of accountability, lopsided parliaments and general political malaise in the region, it is unsurprising that most Caribbean States have contemplated starting a process of constitutional reform. This paper will focus on the context for renewed interest in constitutional reform in the region and identify the most critical issues that have been raised in the last two decades.
