Civil society can be viewed as a source of legitimacy and resistance against arbitrary, oppressive and overweening government. The parliamentary reform of 1991 in Zambia took cognisance of this view and made a goal to work towards increased interface, interaction and communication between the National Assembly and civil society groups.
