The purpose of this paper is to provide an analysis of the extent and effect of international support for parliamentary oversight of the security sector relative to other reform priorities, and to assess the potential impact of the reform process on preventing conflict recurrence in Liberia. The paper is divided into the following sections: (i) a brief historical background to the current security sector reform (SSR) process in Liberia; (ii) the scope of security sector reform (SSR) as provided for under the 2003 Comprehensive Peace Agreement (CPA); (iii) oversight mechanisms, including parliament; (iv) the role of civil society, and (v) security providers outside of state structures.
