This document brings together three reports presented by Lord Morris of Aberavond (United Kingdom), Ms Hlengiwe Mgabadeli (South Africa) and Mr L. M. Suklabaidya (India), co-rapporteurs at IPU’s first standing committee on peace and international security. Each of these reports highlights the role of parliament in overseeing, monitoring and scrutinizing the design and implementation of security policies by the executive branch of government, and the difficulties involved in balancing the interests of national security, human security and individual freedoms. The three rapporteurs share their experience on the national level and seek to identify a broad range of topics and question for discussion and further research.
