This paper is an outcome of consultations held within the Transparency International (TI) movement concerning the shared role and responsibility of development partners to prevent corruption. It should be seen as a first step in adding to and shaping the debate on aid and corruption. After the introduction, the authors tackle the connection between aid and corruption, factors affecting corruption in aid, mutual accountability and how to provide aid while preventing corruption.
