In response to the South African Parliament’s request for assistance in streamlining the legislative and communications processes of its second chamber, the National Council of Provinces (NCOP), NDI developed a unique information management system called “NCOP Online!”, which features a website and pro-active email messaging service. This report evaluates the impact of NCOP Online!, after one year of being available, on the communication problems between the National Council of Provinces (NCOP), provincial legislatures, and civil society.
