This report is a historic document, which contains a crucial proposal to strengthen and empower the Parliament as the representative of the citizens of Namibia. It must be stresses from the outset that Parliament consists of two Chambers - the National Assembly and the National Council – and can only work effectively when both chambers fulfil their respective roles interactively. One of the most important aspects of this report is its clear commitment to strengthening the relationship between the two chambers.
