A main aim of this study was to determine the role parliament currently plays in setting the development agenda in Tanzania and Zambia, and the capacity of the parliaments in both countries to become more engaged in this process, particularly in overseeing overseas development assistance. To best map the situation in Tanzania and Zambia and formulate recommendations, the study team focused on the points of interaction between parliament, the executive, and the donor community.
