Africa Poverty Reduction Strategy Papers (PRSPs) appear to be the key development strategy with a promise to moving most developing countries out of their current 'development stalemate'. This report seeks highlight very critical issues that are central to the success of the PRSP implementation and that tend to be overlooked, in particular the role of parliament and civil society groups. The report assesses parliament’s current weaknesses in this field, making a number of suggestions and recommendations to improve their efficiency and operations.
