The 104-page report makes a wide range of recommendations for how Parliament can further promote and entrench democracy and strengthen oversight of the executive arm of government. It acknowledges that Parliament has taken significant steps since South Africa’s transition to democracy but argues that South Africa’s current electoral system presents notable challenges to Parliament’s goal of becoming a People’s Parliament. The panel suggests that Parliament initiate a debate on the relative advantages and disadvantages of different electoral systems and their impact on the institution giving expression to its Constitutional mandate.
