The report presents benchmarks for democratic legislatures that were produced by all CPA Study Groups and workshops in recent years. Accordingly, several themes are examined. The representative aspects of parliament, the ensuring of independence, effectiveness and accountability of parliament, parliamentary procedures, public accountability, the parliamentary service and parliament and the media are studied.
