This report goes beyond the numbers to the details of the IT programs that lead the nation in bringing deliberative bodies to a digital-networked world. To that end, chief information officers, IT directors and Web managers were asked to discuss their entire line of IT programs and applications. Their management style, collaborative efforts and strategic partnerships were examined. The results of those questions are the five profiles featured in this report.
