The COVID-19 pandemic presented challenges and opportunities and parliaments have a crucial role to play. They have to be engaged in governance and be able to plan better how to navigate through crises.

The primer looks at how different parliaments responded to the crises and adapted to provide the best possible outcome. It examines the role governments assume when taking special powers from the national assemblies. The study also provides many examples of remote functioning, use of technologies, and amended procedures aimed at better governance and modernization of parliaments.
