This paper first scrutinizes the structure of opportunity of female politicians through applying the comprehensive framework developed by the ODIHR to the Hungarian case. It will follow the framework of the six-step action plan for advancing gender equality in elected office presenting constitutional rules, the electoral system, legal quotas, parliamentary reform, party rules and recruitment procedures, as well as capacity development (Norris-Krook, 2011) complemented by recommendations in the field.
