This handbook argues that socio-economic development in Iraq cannot progress if the legal framework does not support equality before the law for all citizens. However, Afghanistan's experience demonstrates how catalysts for reform of women's rights resulting from foreign intervention were short-lived. The author argues for the support of homegrown efforts in advocating for gender equality in Iraqi constitution.
