In this review the Commonwealth Parliamentary Association (CPA) Study Group gives recommendations for democratic standards which all Commonwealth Parliaments and Legislatures should strive to achieve, including parliamentary control of House budgets and agendas. The article discusses democratic standards for parliamentary practices ranging from the functions and administration of Houses, to the roles of parties and individual Members and guidelines on ethical performance and accountability, all of which have been agreed by the CPA Study Group.
