This paper states that procurement has been identified as the government activity most vulnerable to corruption. The approach in this publication is to analyze public procurement from a good governance perspective, identifying the conditions under which elements of good governance (transparency and accountability in particular) contribute to integrity and corruption prevention in public procurement.
