Post-legislative scrutiny (PLS) clinic: The role of MPs and parliament staff in the PLS process
The second WFD post-legislative scrutiny (PLS) Community of Practice Clinic will to focus on the different roles and responsibilities of Members of Parliament and parliamentary staff in preparing for, conducting and following up to PLS activities in parliament.
Post-legislative scrutiny (PLS) is the practice of monitoring the implementation and evaluating the impact of laws. The aim is to ensure that laws benefit citizens in the way originally intended by lawmakers.
For the second of our PLS Community of Practice Clinic we want to focus on the different roles and responsibilities of Members of Parliament and parliamentary staff in preparing for, conducting and following up to PLS activities in parliament.
Real-life experiences on this topic will be shared by Mr. Kakha Kuchava, former Speaker of the Parliament of the Republic of Georgia, and Mr. Sam Hastings, Clerk of the Legislative Council of Western Australia.
Speakers:
Mr. Kakha Kuchava
Mr. Kachava was a Member of the Parliament of Georgia from 2016 to 2021. The final year of the membership served as a Speaker of the Parliament. He was elected as a chairperson of the Environment and Natural Resources Committee and later as a Vice-Speaker of the Parliament in charge of foreign affairs.
Mr. Sam Hastings
Mr. Sam Hastings is the Clerk of the Legislative Council and Clerk of the Parliaments of Western Australia. As Clerk, Mr Hastings is the principal advisor to the President and Members and an expert on parliamentary law, practice and procedure. Mr Hastings holds a Bachelor of Laws with Honours and a Bachelor of Economics. Mr Hastings has a keen interest in parliamentary scrutiny and the role of parliaments in a modern democracy.
