This text makes the case for a parliamentarians’ network for conflict prevention and human security. It argues that such a network will effectively address existing gaps in the development of national and international prevention architecture and policies, improve policy coordination, and heighten awareness amongst the media and the general public that conflict prevention and human security are core national interests for all parliaments and governments. By considering specific countries, conflicts, minorities and electoral systems, the report offers guidance on how best to ensure minority rights to public participation. It also gives guidelines on how to design electoral systems in transitional and post-conflict situations that promote cooperation rather than ongoing tension between groups.
