This paper takes a broad approach to provincial budgeting from the perspective and role of the Provincial Legislature. After describing what a budget is, its purpose and its link with good governance, the paper develops the oversight role of the legislature in the budget process, the role of  the Standing Committee of Finance, the importance of public participation.
