The Africa Parliamentary Strengthening Program (APSP) for Budget Oversight is a Parlimentary Centre program designed to increase the capacity and authority of select African Parliaments (Benin, Ghana, Kenya, Senegal, Tanzania, Uganda and Zambia) as well as their accountability to citizens in the budget process.
This study of the budget process in APSP partner countries describes stages of the budget process in each partner country and offers recommendations for participation by stakeholders. The intention is that this publication will lead to increased knowledge and awareness of the budget process and an appreciation of the roles different institutions and stakeholders play.
