Written summary of a debate between Dr Rodhri Walters from the House of Lords in the UK and several other participants from different countries (Pakistan, Nigeria, South Africa, India, Australia, France, Canada, Germany, Benin, etc.). They each discuss for their own country when the respective parliaments started to deal with the question of human rights, which committees or institutions have been created for this purpose, how they do this and whether they do so successfully.
