This paper is a publication of both the National Democratic Institute for International Affairs (NDI) and the United Nations Development Programme (UNDP). The paper was prepared as background for a UNDP seminar on the strengthening of legislatures and is intended as a practical guide for those designing programs to strengthen the representative capacity of legislatures in emerging democracies. Some program options are listed and several implementation issues are examined. The authors conclude with a chapter on assessment, performance monitoring and evaluation.
