Analysis of the challenges connected to the new program based approaches to development, particularly how to ensure that new aid modalities do not strengthen external accountability at the expense of the internal accountability of governments – an outcome that will undermine the effectiveness of aid itself. A way to prevent this – as stressed by the author – is to build the capacity of parliaments on public finance management to enable effective budget oversight.
