The present Communication sets out working guidelines to achieve EU's determination to promote stable, democratic environments, founded on the full enjoyment of Human Rights, in co-operation with the EU’s partner countries in the Mediterranean region. The Communication also aims to address some of the challenges raised by the UNDP Arab Human Development Report 2002, which pointed to important shortcomings on issues such as governance, Human Rights, democratisation, gender and education in the Arab World.
